While doing research on various aspects of the Transatlantic Mails, Malcolm B. Montgomery (MBE) of Southampton, England discovered this long lost and previously unknown postal document in the records of the post office archives in London, England and brought it to Allan Steinhart’s attention. As far as is known this 88 page booklet, issued in 1852, the second year the Canada post office was under the control of the new Canadian Government, is the earliest known official listing of Canada’s new post office rules, regulations and rates. It was republished from the original copy held in the British Post Office Archives. Perhaps one of the most significant sections is the 13 page rate section at the end, which for the first time documents the early pence period rates to a host of foreign destinations. In addition there are sections on many facets of Canada’s postal service.
