Nova Scotia #9 2c Lilac tied by oval grid hs on printed circular (front only) “An Alphabetical List of the Proprietors of the Bank of British North America on the 31st Dec. 1862, London, 1863”. addressed to “Rev Henry H Hamilton Manchester, NS”. A most incredible “Periodical Rate” (for a printed item issued less frequently than newspapers), JG&Y note from May 1862 temperance, religious, agriculture or general education periodicals published in a foreign country were allowed free. An act of the House of Assembly passed April 29, 1863 established a rate of 2¢. This 2¢ rate is different than the “common” County rates and the circular rates.
This is the first example of this rate that I have ever handled or seen.
